I got a new signup on one of my programs but the username of the new signup for my program is "none" and on my progrms members area I find no new signup. What do I do now? Must I decline the credit for the new signup that does not exist? And when I decline it, it will show on my stats that I decline people? What must I do.

When you get a 'none' User name, that usually means that you opened the transaction yourself. (User put the credits on hold, did not complete the transaction, you went into the not completed (black) transaction, and opened it by pressing the button at the bottom)
At this point it is treated as though you either have to decline it, or accept it, and your feedback will be updated accordingly.

Admin I have got TWO pending referrals now with the user ID on "none" and they don't appear in black. They are blue. I cant accept them because neither have actually subscribed to my programs.

There are only two possibilities for this to occur. Either
a) You opened the transaction while it was "on hold", the system automatically puts "none" in the referral spot when the referral buyer (you) goes to an "on hold" transaction and opens it.
b) The person who originally requested credit from you when they put their referral name in the blank, they put "none" when they set the transaction from "on hold" to open.
One of these two things happened, I don't really have any way of telling which of them happened.

At this point you need to either
A) Accept this transaction, your user rating will be increased by 1.
B) Decline this transaction, your user rating will be decreased by 1.
There are negatives and positives to doing both of these. It's up to you to choose. In the future, when the transaction is black, you should not press "Open" the transaction because this will put you in this situation where you have to choose between spending 2 credits on a user that never joined your program and increasing your user rating, and the other choice is declining the transaction, where you get your credits back, but your user rating suffers.
If you just leave the transaction, the user that joined under you will have the option to force the credits through in 72 hours from the date of opening the transaction.
