I bought 50 credits via paypal for $10.00 about an hour ago... I haven't received them in my account yet! When should I expect to be credited?

Usually they take a couple of hours,but if tomorrow they do not appear yet in your account post here again.
Anyway probably you get your credits within hours.

Can I get a refund as I am anewbiw I bought 40 credits was declined twice so now I have a negative rating of -2. I can't spend nor can I earn

It's a really harsh punishment for someone that pays for the service.

I don't think you can get a refund,probably it's possible to make refund you if you will be permanently banned from getref's system,however I'm not sure of that.
Your rating is -2 now but you could improve it giving away some credits in this board and you are banned for a week only,so you will be able to promote and earn other credits by joining program. If you have a little bit of patience you could be an active user if you want

Go to 'Spend', 'Buy Referrals for your program', choose a program that is not popular and assign credits to it. When a member requests them, just accept!
