A member entered my program for a "free offer site" and it is already "awaiting confirmation"?
He hasn't completed any offers or earned anything to be asking this already and just 5 minutes after, my doubt is since this member didn't keep the program "On Hold" before reaching what I asked to complete, how long do I have before he can force getting credited, I don't want to deny it so soon and want to give this member the opportunity to fulfill my requirements, but I also don't want to be cheated and lose the money invested getting this credits.

If you read the directions, you will see that you have 72 hours. I would call it 70. If he/she has not made progress toward fulfilling your program description, send a message, but do not be afraid to decline. If you have not read the IF YOU ARE NEW thread in the General section of the forum, do so.

Ok thanks I got a better idea now, but will I still be penalized and get a negative promoter rating? even if I have a valid reason to decline this member?
I just started here and I don't have a promoter rating above 11 so how can I get protection on this case?

The only way I found to protect yourself from scammers is by boosting my promoter rating to 11, best done by giving free credits.
I was hoping to find a way without spending money?
